POSITION SUMMARY:
 
Reporting to the Enterprise Risk Management (ERM), Business Management Team, the Program Manager II will lead reporting and oversight for select critical projects across ERM and will manage specific projects.
 
This individual will be responsible for three primary areas: 
1) reporting and oversight related to critical (often required regulatory and audit driven) Enterprise Risk Management Projects e.g.  manage routines to drive awareness and resolution of issues/risks/dependencies/change impacts, identify, track and measure progress (including adoption) and promote timely execution and escalation
2) hands on project management and implementation of select, often complex, ERM priorities
3) maintenance of project and program management office tools 
 
The Program Manager II will have direct, hands-on responsibility for execution oversight of a select group of ERM projects.  Routine management, holistic-proactive reporting, analytics and stakeholder engagement will be key components of this role.  Responsibilities include –

• Managing contractor/contingent worker vendors; and may manage programs with 5 or more projects.  Managing more complex programs consisting of multiple related projects of varying levels of risk.
• Managing cross-program dependencies and working with the  risk project leads to develop mitigation plans. 
• Partnering with and to establish programs and define program scope based on strategic business objectives. 
• Tracking program benefits and realization against strategic objectives. 
• Mentoring and leading multiple project managers.
• Actively managing program stakeholder and team communications and reporting cadence across the program. 
• Communicating need for change to stakeholders to gain buy-in.
• Reporting on the program portfolio including e.g. cost, benefits, health of the program
• Developing strategic rationale for change including costs, benefits, and tradeoffs.
 
This individual will also be responsible for maintaining and improving project tools and integrating them with existing change tools, on a central repository.
 
This individual will participate in and may be responsible for driving other Business Management, ERM and broader TIAA activities to achieve team/company objectives.
 
 
KEY RESPONSIBILITIES AND DUTIES:
  
- Manage a program of critical – often complex ERM projects – provide holistic, relevant and ongoing program reporting/dashboards with sufficient insight into the health of each project; escalate issues on a timely basis; partner to resolve roadblocks and stakeholder concerns;  ensure effective meeting management routines/cadence including e.g. engagement of appropriate stakeholders, creation and distribution of meeting materials such as agendas and meeting summaries;  identify and track issues, risks, dependencies (including cross-program) and follow-up to close open action items; maintain issues, risks, key decisions, action and dependencies logs;  partner with others in ERM to establish project/program to establish programs and define or clarify program scope based on strategic business objectives; tracks program benefits and realization against strategic objectives;  store documentation;  enable, where possible, successful and timely execution; use ERM (and other best practice) project and change tools and demonstrate results (e.g. timely execution, open execution risks, adoption/benefits measurement); ensure projects stay aligned with established ERM goals and align activities with ERM Change Program efforts 
- Directly manage specific projects (some end to end – some regulatory and complex) to achieve timely and sustainable results – including e.g. create and maintain detailed project plans, identify execution issues/risks and ways to remediate them - follow-up to ensure effective closure, create execution status report
- Serve as a project SME and provide project coaching including e.g. promote/facilitate use of ERM change and project standards and identify and assist in removing adoption roadblocks; coach others on project best practices/tool usage;
- Oversee vendors who are project managers working on program projects including e.g. time sheet approvals; resource utilization reporting
- Potentially support cadence activities for ERM’s Change Management Program, MRA/MAP Oversight and escalation routines, including, as examples, pre and post meeting documentation, meeting decks, key decision logs, dashboards and escalation items needing ERM LT attention
- Analyze information, for multiple data points such as trends in project execution health, on time completion, project data/deliverable quality, change adoption; identify ways to improve reports and dashboard views

 

 


QUALIFICATIONS:
 
Required
  • Bachelor’s degree
  • Minimum 10 years of experience with Project and/ or Program Management
  • Experience working on transitions/ transformations, communications and relationship managements and analytics
  • Experience working on risk management, regulatory or audit projects/ programs
Preferred
  • PMP Certification is a plus
  • 15 + years of experience working on large transitions, financial services, complex/ matrixed environments, PMO's, risk management, enterprise roles, associate/ stakeholder readiness, reporting, executive decks, presentations, training/ learning, consulting, measures/ metrics, Sharepoint
  • Change Certification from e.g. Prosci or LaMarsh
